Need more detailed work on budget, setting better numbers where
possible, clearly identifying baseline and add-on items, etc.

What about contingency?

NIC-FPS Response:

As the opto-mechanical design has matured, we have iterated with
vendors to provide higher fidelity budgetary numbers. So far there have
been no major surprises.

Since the prelimary design review, a redesign of the optics has 
reducedtheir cost from $100-115K to $75-85K. This has provided 
some contingency funds.
